Shoot from a low angle near the waterline to emphasize the figure against the sky or the open water behind her, and a longer focal length in the 85-135mm range helps isolate the statue from background clutter. Wide shots work too if you include the surrounding water and distant shoreline for context. At blue hour the reflections on the water add mood.
